In short Butler reached a high military rank based on politics and not on any skill that he might have had, and that lack of skill manifested itself during the Civil War. The General was eventually relieved of his duties by then president Abraham Lincoln but not before making several noteable moves including hanging a New Orleans citizen for lowering the American Flag.
